Understanding China's Role as a Norm-Shaper in Cyberspace Governance

With information and communication technologies (ICTs) penetrating all aspects of human activity, concerns over cyberspace practices have become central to building consensus on an international agenda for cyberspace governance. As a result, cyberspace governance has become a global priority—not only for nation-states and international organisations, but also for industry and users more broadly—and has had a transformative impact on both domestic and international politics. Key outputs: Chen, X. & Gao, X. (2024). "Unpacking the Process of Norm Diffusion in Cyber Governance: China as an Emerging Norm Entrepreneur." International Affairs. Gao, X. & Chen, X. (2024). "The Regime Complex for Digital Trade in Asia and China's Engagement." Asia Europe Journal. Book project entitled Understanding China's Role as a Norm Entrepreneur in Global Cyber Governance, under contract with Palgrave Macmillan (estimated publication: August 2026). The volume will include a dedicated chapter examining China's role in AI governance within the broader context of cyberspace governance.
